Action Taken on PARIVARTAN-Reforms under Social welfare Department

1. To bring Assam in the top five states for IMR, MMR (by reducing) Growth monitoring, Checking -Trafficking and Child Marriage next five years
2. Major flaws detected and rectified
3. Approximately 35 lakhs actual  Children beneficiaries Identified (0-6 years) 
4. IT based monitoring of ICDS specially SNP / Homes etc.
5. Direct Benefit Transfer (DBT) of all pension/scholarship/stipends SMS alert-msg directly),prepare guidelines for  DBT
6. Gas connection to all AWCs
7. Decentralization of procurement for Hot Cook Meal (HCM) through Anganwadi Centre Management Committee (AWCMC).
8. Empowering the DCs and DSWOs.
9. Appointment of new AWWs and AWHs.
10. ICDS Mission, to be registered as a society (MP Model) – DC undertake all the activities under ICDS in a targeted Mission Mode
11. Bifurcation of Directorate of Social Welfare
12. Department of Social Welfare would remain. Similar to GOI and other states – establishment two directorate proposal under process.
13. Directorate of Women and Child Development (Women and Children)
14. Directorate of Social Justice and Empowerment. (Elderly and differently able)
15. Training – MP Model, NHM Mode
16. Rationalization of Supervisors – huge discrepancy in numbers; attachment system to be stop; transfer only in the basis of vacancy
17. Convergence with Health, P&RD, MSDP for construction/ maintenance of new AWCs.
18. Co-location of AWCs, SC and Primary School
19. Construction of AWCs to be decentralized to District Level under DCs and implemented through PWD at District Level
